Bay Health Solutions (BHS) is a partnership between Bay Aging and Peninsula Agency on Aging, two area agencies on aging that serve neighboring regions of eastern Virginia. Working together, we bring the strengths of both agencies to more of our neighbors across a larger area than either could serve alone.

Founded in 1978, Bay Aging helps people of all ages live independently in their own homes and communities. Its services include transportation (Bay Transit), housing, home care, caregiver support, the GUIDE Model, insurance counseling, and Meals on Wheels. Its health services are NCQA accredited, and in 2026 it received the USAging Aging Achievement Award for its GUIDE Model program.
Serves the Northern Neck and Middle Peninsula.

Peninsula Agency on Aging supports the independence and quality of life of Peninsula residents, mainly people 60 and older, by advocating for, arranging, or providing vital services. Its services include care coordination, in-home care, caregiver support, respite, insurance counseling, wellness classes, and a Dementia Friendly training program.
Serves Newport News, Hampton, Williamsburg, Poquoson, James City County, and York County.
